Does this count as spending?

I think I've miserably failed the Frugal Fast. When I finished work yesterday I had a missed call from DH. He asked me to pick up some veg for MIL. Today I had to pick up dog food for a neighbour. I got the money back from MIL yesterday, just waiting on getting the money back for today's purchase.

Lunch challenge going well. I've packed 100% all this week.

    I'm not too sure, if I had the money back for today's purchase then I would say that I hadn't failed but I haven't got it back yet.

    I think it only counts as spending when you go into red. Right now you have purchased dog food- but if you get the money back then you are back at ground zero and back to "having not spent the money"

    I don't think it should count at all. I paid my estimated income tax yesterday, but I didn't count that. It is a required payment , just like a house payment.
